BESA-Condor Homeland Security Program

The Begin-Sadat (BESA) Center for Strategic Studies and the Condor Security Institute, two leading institutions in the arena of national security in Israel, have teamed up to create a unique multi-disciplinary homeland security studies program that will integrate operational capabilities with advanced strategic policy analysis.

The BESA Center has established an international reputation for academic excellence and strategic prescience. In its 18 years of existence, the BESA Center has produced over 100 original research papers, 120 policy papers, 25 symposia collections and 20 books. It has run more than 250 symposia, research seminars, conferences and international conferences – for defense, military, intelligence and foreign policy specialists as well as diplomats, businessmen, academics and politicians. The Center has partnered with leading strategic studies centers in the world, such as the RAND Corporation, the Johns Hopkins School of Advanced International Studies, the Carnegie Council on Ethics and International Affairs and the IDF’s own National Defense College. The Center conducts specialized contracted research for IDF Military Intelligence, the Israeli National Security Council, the Israeli foreign and defense ministries, NATO and more.

Condor Security Institute is a consulting and training firm that specializes in turnkey solutions for the military, law enforcement, homeland security and corporate sectors. Condor is licensed by the Israeli Ministry of Defense and is a leading provider of security services that adheres to the highest standards required for facing the multidisciplinary challenges inherent in the adversary’s modus operandi. Condor has trained a variety of specialized units within Israel’s security apparatus and the international law enforcement community. In addition, it builds and provides customized solutions for sensitive compounds. Condor’s solutions are based on advanced, preventative neutralization and deterrent activity to meet the challenges of efficient contingency planning and the management of high risk situations. Condor’s staff comprises operatives from the Israeli security establishment that have vast field experience along with management and instructional personnel.

The BESA-Condor program combines the latest operational solutions to homeland security challenges with the thinking prowess of Israel’s academic and strategic elite. This combination is the best formula for building state of the art security solutions and preparing security operatives, policy makers and selective academics to prevent, neutralize and deter hostile adversaries.

The BESA-Condor Homeland Security Program offers several tracks:

BESA-Condor courses offer practical training, simulations, conferences and visits to security installations that illustrate Israel's approach to homeland security challenges. The courses are divided into practical training and academic instruction. The former will take place at Condor, who will provide training facilities that include combat shooting ranges, simulation centers, unarmed combat areas, etc. The latter will take place at the BESA Center at Bar Ilan University, whose facilities offer the latest audio-visual and computer technologies, numerous libraries and access to a wide range of materials on security-related issues. All facilities are situated within a 50 km range of Tel Aviv.

All courses are certified by and in accordance with the regulations of the Israeli Ministry of Defense. Upon successful completion of a course, participants will be awarded a BESA-Condor Certificate.

The first courses in Operational Counter-Terrorism Tactics and the Executive Program in Homeland Security Strategies will take place in February 2011. They are designed for law enforcement and military experts, intelligence operatives, heads of security departments, national security operatives and heads of security for sensitive compounds. All professional equipment needed for the course will be provided by the program.
