The Office of the Dean of Students is dedicated to the wellbeing of students on campus, helping them to fulfill their personal potential, optimizing their learning experience at the university, and guiding them toward the successful completion of their degrees. The professional staff in the Office of the Dean is attentive to the students’ needs, offering a wide range of services,

including educational support, information access, protection of their rights and handling of complaints, support for students serving in the IDF reserves, and for those with parenting and gender issues, assisting students experiencing difficulties in completing their degrees, loans and dormitories. In addition, the Office of the Dean of Students provides support for various sectors such as the ultra-Orthodox, members of the Ethiopian community, Arab students and new immigrants.

Prof. Shmueli has been serving as the Dean of Students since October 2023. He is an expert in the field of law, having completed all three degrees at Bar-Ilan University’s Faculty of Law. He was a postdoctoral fellow at the Duke University School of Law in North Carolina, where he served as a Visiting Professor for several years. Prof. Shmueli also served as a guest lecturer and Senior Research Scholar at the Yale University School of Law. He joined Bar-Ilan University’s academic faculty in 2010, after serving as a lecturer at Sha'arei Mishpat Academic Center for Law and Science. In addition, Prof. Shmueli has been serving as President of the Israeli Law and Society Association since 2019.

Prof. Shmueli focuses on Tort law, family law, civil lawsuits within the family, law and religion and other areas. His book, "Maimonides and Contemporary Tort Theory: Law, Religion, Economics, and Morality," written with Prof. Yuval Sinai, was published in 2020 by Cambridge University Press. Another book, "Children in Reality TV – Comparative and International Perspective" will be published by Bar-Ilan University. He published approximately 60 articles in Israel, the US, England and Canada, and won a number of research grants in Israel and abroad, including from the Israel Science Foundation. His research has been widely cited in the rulings of Israeli courts, including Israel’s Supreme Court.

Previously, Prof. Shmueli served as the Director of the Center for Commercial Law at Bar-Ilan University’s Faculty of Law, as a  Director of a legal clinic at the Faculty of Law, as a member of the university's regulations committee and of several committees at the Faculty of Law. He also served as the Head of the Academic Committee of the Graduate studies at the Faculty of Law. For many years he served as an organizational consultant and developed training programs for the IDF Intelligence Corps.
